How to add information to old family photos?

G'day,

What would y'all recommend as a program, website, anything, that I can use to add stories or details on photos that I've scanned? I have scanned all of my parents old photo albums - many of them are black and white photos from old Europe. My parents now live in Australia and I live in America and I'm going to visit and would like to sit down and actually ask about the photos since I have no idea who most of the people are.

I've tried the Adobe Elements organizer but am kinda anti adobe right now...is there anything else out there I can use where I can show the picture to my mum, tag the people and maybe write a sentence or two on the picture?
